Blagomir Kotsev was born on 22 March 1978 in Varna. In 1997, he completed his secondary education at the First Language High School in Varna, studying English as a core subject. In 2001, he obtained a Bachelor’s degree in Business Administration at the American University in Washington. Later, he also graduated with a Master’s degree in Shipping, Trade and Finance from City University, London. He served as Regional Governor of Varna from 24 February to 4 August 2022.

On 5 November 2023, Blagomir Kotsev was elected Mayor of Varna. He took office on 13 November 2023.
