Benet Beci

Benet Beci is an experienced public administrator and finance professional with a career spanning more than three decades in local governance, national politics, and development. He currently serves as the Mayor of Shkodër Municipality in Albania, where he oversees initiatives related to urban development, public welfare, and municipal governance.

Previously, Beci was a Member of the Albanian Parliament from 2021 to 2023, representing the Shkodër district. During his time in Parliament, he was a member of committees focused on economic policy, trade, and environmental issues. Beci has also held several leadership roles within Albania’s public sector, including Administrator of the Albanian Power Corporation, where he led operations for the country’s largest hydropower producer, and Executive Director of the Albanian Development Fund, responsible for managing infrastructure and development projects funded by the Albanian government and international donors.

Beci holds a Doctorate in Economics from the University of Agriculture and an MBA from the University of Tirana in collaboration with the University of Nebraska-Lincoln. His professional development includes executive education from institutions such as Harvard Kennedy School and the London Management Centre, where he focused on governance, public-private partnerships, and management practices. Fluent in Albanian and proficient in English, with intermediate skills in Italian, Beci has also contributed to numerous publications and presented at international conferences on topics related to economic development and infrastructure.
